But that is already there! What you are saying is that cities, as they grow,
should get bigger and bigger default radius. But think: when you start, city
uses two fields. Effectively, the rest of the space *doesn't* belong to that
city. And, as it grows, it uses more and more space around it. So... it grows.

And definitely, there should be a limit to simulate the difficulties of modern
supply. You can, for example, add features like that unit from Alpha Centaury
(uh, don't remember the name), that enables you to use resources from outside
the city radius.
