Attached is a simple patch against the freeciv in CVS (2000-08-13).

It adds one command "clistat", which looks like:

"clistat" counts the data sent in packets to each client connection, and
displays the time since last packet from client, bytes dropped, bytes
accepted into send_buffer, and size of send_buffer.

The command ctrllevel is "CTRL". It is meant to be used in tracking
problems with packet loss, the network code, and so on, while
playing on a public server.
