Currently production penalties for governments are always 1
food/shield/trade. I think this too should be adjustable through
rulesets, since if some modpack uses bigger production scale, penalty
will be negligible.
Also I would suggest production_before_bonus, so only tiles already
really producing something would get bonus. Currently this is always 1
too.
Which other hardcoded things there is that would make it
impossible/difficult to change production scale?
Got one myself: Food cunsumption of citizens.
