While playing I often find myself in a situation where I move a
boatload of sentried units into a city in order to railroad them
somewhere else.  To accomplish this, I hit the 'activate units'
button.  The problem is that if I have a fortified unit in that city
to guard against enemies it is also activated.  This is annoying and
potentially dangerous.

The below patch adds an option to 'activate sleepers first', that is
if any units are sentried in a city when you hit the button those
units and only those units will be activated.  If you hit the button
again, all units will be activated.

This only patches the xaw client, but should be easy to add to gtk and
mui as well.  The patch is against CVS from 5 July.
