There appears to be a redundancy problem in the help texts of at least
Aqueduct and Sewer System. Both .../client/helpdata.c and
.../data/default/buildings.ruleset
give similar help texts resulting in redundant text in the help system.
Obviously, there should be only one location to generate this help.
Please fix this before release.
