There was no Hitler some time ago (1.9 ?).

But then, I submitted patch to add Hitler,
because I feel he was VERY important in German and Global history.

AND HE SHOULD STAY !!!

Freeciv is not place where one's attitudes (no matter whether
anti-Nazi, anti-Communist or anti-whatever) should be promoted.

Stalin killed much more (3x or 4x IIRC) people than Hitler.
Genghis probably killed more % of world population than they both together !!!
Pol Pot was No. 1 about killing % of own citizen.
Probably >50% of current Freeciv rulers was bloody dictators.

Hitler wasn't any special.
He wasn't devil.

If you don't like Hitler you may like winning against him.
Nothing forces you to play Hitler.
