Leonardo's workshop appeared to stop upgrading part way through the game.
I don't really know what triggered this. When I have had this wonder in 
1.10.0 I'm sure it worked fine. My Ironclads are not being upgraded to
Detroyers (which I can build) and my Musketeers are not becoming Riflemen.
