When you're in Anarchy, you don't collect taxes or generate science
"lightbulbs".  So the game temporarily treats your trade allocation
as though it were all put into luxuries.  (When the revolution ends,
the trade allocation is put back, to some degree; but the game also
attempts to maximize research, if the max trade allocation changed for
the new government form.)

It should, however, be noted that in Civ1/Civ2 you don't generate luxuries
during Anarchy, either.  (In Freeciv, you're almost guaranteed to get a
bunch of "We Love the Mr. Day" messages.  This is completely impossible
in Civ1/Civ2 -- the game doesn't allow celebrations during Anarchy.)

So: Freeciv does have a Civ2 compatibility issue, but it's not the one
you thought it was. :-)
