PayCiv is perfectly happy to let settlers and explorers take
unoccupied towns.  The other land units I can think of that
don't have an attack strength are diplomat/spy and caravan/
freight, which have other special things to do when they get
to a city.

One can debate about what the default behavior of Freeciv
should be, but under the civ II ruleset, (some) no-attack
units need to be able to take towns.
