The problem is you need to keep up to date with the ever changing protocol.
Text based protocol could also open up many other possibilities like play by 
mail, http, telnet, etc.
(BTW, I am impressed with the 14 gentlemen who voted for 
http://www.freeciv.org/cgi-bin/poll.cgi?num=30)
If you search the archive, there have been hot debates on the best language to 
use for AI client.
This list will be more peaceful if everyone is Free to choose their prefered 
programming language.
