[Freeciv-Dev] Freeciv 1.10.0 for Windows NT/95/98 and an X Server

I've finally uploaded a 1.10.0 version of the self installing
package for Freeciv 1.10.0 for Windows NT/95/98 (and I suppose
2000, but I don't have a machine here running that).

THIS REQUIRES AN X SERVER TO RUN.

It's FCIV1100.EXE under incoming at ftp.freeciv.org.

I'd appreciate it if people can try this out and let me know
of any problems.

Hopefully I've taken care of my installer problems and I can
get newer releases out quicker.

P.S. - Yes, I'd love to see a native windows version that doesn't
        need an X server too.  I thought that this might be useful
        until that package is available.
