Try this from the commandline:

go to the directory with the rpm with 'cd'
type 'rpm -Uvh the-name-of-the-new-freeciv.rpms' and see what the result
is.

If you get problems, you can always remove the old freeciv 'rpm -e
freeciv-server' 'rpm -e freeciv-client' before doing the above.
