This patch both increases and decreases Xaw client entropy.

Decreases by implementing the sorting of the Science Advisor and Nation
Select dialogs that has previously been implemented for the Gtk+ client.

Increases by implementing David's idea of random selection of nations and
leaders in the Nation Select dialog.
