This is a known bug; see BUGS, http://www.freeciv.org/bugs.phtml

Especially see PR#37: http://www.freeciv.org/cgi-bin/bugs?findid=37,
for some (old) diagnosis.

(Summary: fixable, but non-trivial because goto happens on the
server, and dialogs of course happen on the client.)
