[Freeciv-Dev] flags patch #2

A second naval flags patch is now at
  ftp://ftp.freeciv.org/freeciv/incoming/freeciv-naval-flags-2.diff.gz

It adds support for a client-side option to let nations have different
flags for boats and planes. This works even if the server doesn't support
it.

The patch adds the following flags :

                 Navy    Air Force
  Korea           y         y
  Israel          y         engels only
  Japan           y
  UK              y
  Russia          y
  Soviet Union    y

(no shields are included ; this would be a bit silly anyway)

And it changes the Koreans/Israelis/Japanese/Russians to use the included
flags.
