[Freeciv-Dev] New Valuta patch with off-switcher

Hello,
patch is in incoming/valuta.diff.bz2

This is old valuta patch plus :
- line positions renewed to today's cvs
- you may set server variable `valuta', ex to `gold' or `credits',
  and if you do it, all players will share this valuta
- one more place in diplomacy negotiations uses valuta now
- some syntactic corrections
