Yes. The AI behaviour is quite random though . For example, sometimes the easy AI doesn't expand at all and ends up with only 2
big cities.  But other times it seems to be doing what normal or hard
AI does in terms of expansion.

I just realized that this might be controled by the "expand" field in the ruleset. Is it used for this?
