[Freeciv-Dev] server fails

Hi:

I am having problems firing up the server.  I
initially had the problem with 1.8, then updated to
1.9 and continue to have the same problem.  I have
never had it operational.  The error that I am getting
is:

0:bind error:Address already in use.

I assume that I am getting some sort of IP
configuration error, but am stumped as to how to fix
it.  I have modified
/usr/X11R6/lib/X11/app-defaults/freeciv to different
port numbers to no avail.  I have not yet tried to
hardwire my IP address instead of using 'localhost'.

I get the same errors in Xterm as I get in KDE.  I am
using Caldera 2.3.

I would appreciate any pointers you might have.
