I got another information which could be related to this problem: At several
times in the game some cities weere doing just nothing and telling me that
for everything they would need 999 turns. Passau was one of these cities. 
I've attached another save file, this one from earlier in the game where
this can be seen in one city. I think it was Passau too.

For this game I had saveturns set on 1, so if any other save file from any
other point in the game is needed, just tell me the year and I'll send it.
