[Freeciv-Dev] Minor GTK+ client bug

  The GTK+ client starts up with the main window set to be entirely insensitive.
The ability to access the Help menus would be nice, so that one could start
it up and browse the documentation without or before playing.  (especially since
(I think) the Help menu has some information on how to start a server..)
