English cities:
   Add "Plymouth", "Southampton", "Bournemouth", "Reading", 
"Wolverhampton", "Bradford", "Northampton", "Cambridge".
   Add "Dover", "Cambridge" and "Colchester" as old cities.
   Remove "Cardiff" and "Belfast"; in Civ terms these should be
Celtic cities, not British ones.

Mongol cities:
   Remove "Lhasa", "Bulgar", "Shiraz", "Hormuz", "Baghdad", "Esfahan",
"Kerman", and Mosul (most of these are Persian, not Mongol).
   Add: "Ulan Bator", "Ulan Ude", "Saynshand", "Ulaangom", "Hovd",
"Hatgal", "Ulyasutay", "Tsetserleg", "Altanbulug", "Dzuumod",
"Buyanhongor", "Huld", "Dalandzadgad", "Choybalsan".
