What did the output from ./configure say about NLS and gettext?

If it indicates that gettext is not found, maybe you will have to
./configure with the "--with-included-gettext" option.

Did you do a "make install", with the necessary permissions to be able to
install the freeciv.mo files (typically "su root")?  Is there a freeciv.mo
file in the right place (on my machine:
/use/local/share/locale/de/LC_MESSAGES/freeciv.mo)?

The Localization Page <http://www.freeciv.org/l10n.phtml> is for developers
(it's in the Development column).

This does point out a need for a page of "users" information about
localization, somewhere.
