I should have been reading the mailing list more closely. I thought his 
work was only generalising the effects, and I do not remember seeing
any patches?

As regards the effects generalisation, I am not sure if I understand fully
what is being proposed, but I believe what I was coding earlier to be on
the right track (http://ulven.ifi.ntnu.no/freeciv/ruleset8.patch). It
breaks every effect into an atomic part, giving rulesets a lot of power to
play with, while keeping the ruleset neat and tidy and short.
