Ok. For some reason I managed to overlook the other
patch. It actually does everything mine does and a
lot more. Oh well, I will find something else to
code...

Some comments on the patch though. I agree with
previous comments that effects should not be named
after civ2 wonders, but instead after what they do. 
I also find some of the effect names confusing, and 
would prefer things to be spelled out. Readability is 
more important than saving disk space...

There are two things remaining to be done, as far as 
I can see. One is removing the restriction on the
number of buildings, and the other teaching the AI
to use the generalised ruleset. I think the second
is quite hard...
