This should also depend on distance from enemy cities/units and/or
distance from own capital (like corruption does). In Civ I, cities
could spontaneously go over to a neighbour if a nearby neighbouring city
was doing much better. This element is still missing from Freeciv.

The theory that if one nation falls (to be an ally to a certain
communist enemy, in the case in point), its neighbours will follow.
This would be 'automatic' if unrest and the chance of defection are
influenced by distance from one's own capital and proximity of an
'attractive' neighbour. Cities already have their own idea of
happiness, after all, so they could work out for themselves whether
they would get any happier or more prosperous under the enemy rule, and
act upon it (as influcenced by a few government dependent settings).
