My suggestion is to include in the game a kickstart option. So that players can start out with a  number of cities already laid out, units, techs, wonders (randomly selected of course?) and specific governments. This way players who want to play with modern units don't have to play through the first 80-100 turns before things start to get interesting for them.
 
If this option is implemented you should be able to choose from several era's e.a : 0 AD, medieval era (dark ages, small kingdoms mostly aimed on warfare), colonial era (several strong civs can start to colonize other parts of the world and vie for control), WW1/2 era (civ's with a strong industrial base fight it out) and cold war era (modern techs, civ's with different forms of government).
 
This way players can start out with their favourite units/improvements right from the start.
