[Freeciv-Dev] new radar graphic

This patch changes the radar.xpm graphic to use the "Freeciv"
capitalization.  It also cleans-up the code that draws the version number
onto the radar image.

The previous radar.xpm was sort of broken, and my diff/patch of it didn't
work -- so, rather than a diff of radar.xpm, I put the entire file into the
attached .tar.gz file.  There's also a .diff containing the changes to the
code.
