[Freeciv-Dev] scenario file conversion and reorg

This is a first cut at scenario file reorganization, including the addition
of scenarios converted to the new format (with rivers overlaid).  I moved
all of the files into a new directory: data/scenario.

I'm not sure wat to do about the metastring values -- something consistent
would be nice.

The patch is on the large side, so I uploaded it to:

  ftp://ftp.freeciv.org/pub/freeciv/incoming/scenario-reorg.tar.gz

(Read the included scenario-reorg.rm file for a list of files to remove
after applying the patch.)
