 Am I just so tired, or does that stuff in cityturn/pay_for_buildings()
do what I think. There can't be upkeep cost for wonders. That's okay,
but maybe it should be documentet at default buildings.ruleset. Instead of
real upkeep cost, obsolete wonders have special affects if they are given
upkeep cost of one or two. With upkeep cost of one, player gains three
gold each turn and for upkeep cost of two, three bulbs.
 At least I can't find this behavior documentet anywhere (halpdata.txt or
default buildings.ruleset) and values taken from rulesets should be what
they are said to be.
