Ah, yes.  It does do this now.  It didn't used to, but changed
when can_upgrade_unittype() was fixed to follow the upgrade
path more than one step, so that city production was upgraded
directly to the final type (instead of possibly taking several
turns, upgarding one step each turn).

I had assumed the old behaviour of Leonardo was intentional,
(it seemed a nice touch that the units were upgraded "gradually" :-)  
but now I wonder!
