Load and re-start a game where you have explored to the south pole.
(Alternative: start a new solo game, and immediately disband all of 
your initial units before building a city.  Press "end turn".  Your 
civilization is now dead, so you get to see the full map, including
the south pole.)

Scroll to the bottom of the map.  (Whether right clicking in main
map, or in minimap, or via scroll-bars, doesn't matter.)  
Can you see the full bottom row of antarctic?  You should be
able to see a full row of arctic tiles.  

Whether you can or not, now adjust the vertical size of the main 
client window by ammounts smaller than a map tile.  Rescroll to the 
bottom of the map.  Observe that different amounts of the bottom row 
are visible at "full scroll".  Sometimes all, sometimes almost nothing.

The easiest fix would probably be to allow scrolling down one
extra square, and in the remainder display either more (fake) arctic,
or just black.
