I encountered a situation in which the AI had cities too densly packed to
simultaneously feed all of its citizens and keep them from discontent.  It
chose
to keep the citizens in discontent...  I wonder if it wouldn't have been better
to
make them happy (and productive) and let the city size shrink a little.
