[Freeciv-Dev] freeciv not so much war

could some one tell me if it would be a good idea to make a mine or
factory out of the city that makes extra fuel..and  could we make it so
that it got more than just war a lot of pepole are turing away because
all they see is war...

do think we could do that??????????
