If I understand correctly, this change would match Civ2,
so I assume it would be a good idea?
(That is, currently freeciv allows you to "cut corners"
when following rivers, and still get the river bonus; the
above change would make the river bonus only apply when
moving horizontally or vertically. (There are no diagonal
rivers!))
