The point is that whatever you implement will be the _default_
and this is what makes a better or worse game. You had two
opinions that Communism should have a lower chance and a lot of
disparate opinions on the rest (but none saying Comunism should
stay where you said).

We're here to play a great game, but also to _make_ a great game
for the "masses". When I suggested a lower chance for Communism
I wasn't worried about my own playing fun (I always switch civil
wars off) but the default that makes the game more fun. So I
suggest you lower Communism and leave the rest as is. After all,
you _asked_  for suggestions.

[Then perhaps you can write your ruleset where Communism has a
higher civil was chance]
