I don't know if development stopped. I remember that I and
others suggested that the Qt client should be _suspended_ till
the new Qt is out - or, if the developer wished to continue,
then that it not be _distributed_ till then.
Where is the person in question?

It was designed with the explicit goal of making linking with
GPLed code possible, and has been reviewed by OSI, Debian and
even RMS. I can't personally attest for the final result
(haven't checked as it doesn't interest me) but the general
feeling seems to be that it's ok.
