Here's one of my ideas:

tech : explosives
units: engineer
- visible for all players
- effect: destroys railroad+road on river square upon entry by enemy units
unit that triggers looses 1 additional movement.
- building-time: 2 turn
- removal: 4 turn
- no production effect
- perhaps reduce the number of different defense improvements somehow ?
- possible location: mountain, river
