Hello.
Here is one more idea:
Minefields

Technologies needed are: Explosives and Mass Production
New units introduced: Mineurs, Mineships
How it works: Mineurs can create minefields. When the minefield is
finished the mineur vanishs, so you have to build one mineur per
minefield. Any unit who enters a minefield has a chance of 60% to be
killed. (The same with watermines, but there would be another neat
feature, these mines could start floating ;-)
Problems:
Is it a good idea? (at least there are a lot of anti-minefield
activities in the world ;-)
Lots of complexity behind it (eg. minefield near city vs. production)
