The attached patch is an attempt at an "easy" AI mode, which appears
to be something we need for 1.7.2

The patch adds a random element to some AI decisions, with the intent 
that the AI sometimes makes mistakes, gets confused, overlooks information,
forgets to do things, etc.  (Idea thanks to Mitch, and I think similar
ideas from others previously.)

But I did have some difficulty trying to find good places to put the 
random element, such that the AI doesn't get _too_ confused, and
possibly segfault, or sometimes be overly stupid.  I think possibly 
I've been _too_ careful, and the AI still might not be stupid enough 
often enough to be easy enough...

Testing and/or comments and/or improved patches appreciated.
