My understanding is that its autogenerated by developers, and then
included in the distribution so that normal users don't need to
bother (and don't need to have all the right tools etc).

(Similarly the script "configure" (by autoconf), Makefile.in (by automake)
and soon config.h.in, by autoheader.)
