I've finished a draft of my Masters writeup, so I've been avoiding 
proofreading by resuming work on integrating my patches with Falk's 
and getting them both working with the current CVS version.

Here's what works at present:
 * types of pact: alliance, peace, ceasefire, neutral, war
 * making and breaking pacts
 * two-way trade for allied players
 * can only attack units belonging to players you're at war with
 * ceasefires automatically expire
 * reputation
 * spies and diplomats ruin your reputation if caught by a player 
you're not at war with

Or, basically, Falk's patches of a few months ago.

Here's what doesn't yet:
 * ZoC rules
 * allied players shouldn't stop each other's workers if they stand 
in the city radius
 * allied players should be able to share a square

And sundry other twiddly ruleset fixes, or basically my patches of a 
few months ago.

If anyone wants to help chase down all the rules that need updating 
to cope with pacts, let me know.  If anyone wants to help hack in the 
code to do this, even better.  :)
