Spies operating from boats always annoyed me :-)
In real life, it would make more sense to have the spy infiltrate the city where
a unit was being built, and make this next unit a turncoat/side switcher :-)

Well, my idea would have been to make it random (random()%3<moves_left)
or to multiply the cost to bribe by 3/2 (3/1).
