[freeciv-data] new r-hires

I've thrown out a few units with suspicious copyright, and updated a few
specials (from lexxy). Otherwise it is good, old r-hires. Since upload in
freeciv ftp doesn't seem to work, I've uploaded it as

Let me know if there are more suspicious units in there.
