[freeciv-data] new citizens graphics

I've made them transparent and done some smaller modifications to them,
and mostly redrawn the angry woman. But I've been unable to get an angry
woman in any game I've played so far, so I haven't seen her in action
yet...

Also, I think we should fix happiness and tax displays so that citizens
there don't get black background. Looks bad. Also, I think we should have
a one empty citizen space between happy, content, unhappy, angry and
specialist citizens.
