    Does the AI consider this as a possible mission for any military
units?  If not, then consider this a suggestion for an alternative
to Kill_something_with... type missions for AI units.

     E.g. consider an enemy city that has a mountain with gold tile
within its radius.  Parking one of your musketeers on that tile
would deprive the enemy of the big trade production that he could
get from that tile.  Your musketeer may do more damage to that
enemy's empire by just sitting there (blocking the output from that
tile) than he could do by attacking one of that empire's units or

    Such a mission could also serve as preparation for conquering a
city.  E.g. send one musketeer to sit on the gold tile.  Later send
another to sit on another of that city's tiles.  Later send other
units (perhaps including a cannon or two) to tiles around that same
city (perhaps stacking with the musketeers that are already there).
By the time that you have 4 or 5 units near that city, you may have
enough firepower there to attack the city and conquer it.

    In the meantime, if the owner of that city wants to get that
tile producing again, then he will have to muster some significant
firepower to dislodge your musketeer from that mountaintop.  In
doing so, he will likely have to pull military units away from other
duties long enough to get rid of your musketeer.  The areas that
those units were pulled away from could present targets of
opportunity for your forces.
