Add another configuration option
  diplowonders  +=20 (0-100) each wonder adds this much cost to buy a city

That way you can set how expensive wonder cities are, whenever
ive bought active wonder cities it's been a bargain.

Making a city more expensive to buy would be a useful side-effect in
a wonder.

Maybe halve cost if the wonder is obsolete.
