1. Vmware will still require the dongle (and may or may not work cleanly
with it),
2. Win98 will still have access to the internet from vmware
3. This does nothing to limit the virus/spam/malware problem.

I agree with your comment above about KISS and this certainly is not
that, as well as doing nothing to solve the problem.

Let him figure out his own solution if he will not listen to suggestions
but already "knows" the answer.

I tried VMware once and it is a nice toy, but I decided it is not worth
the price unless you have a higher end machine to support it.
