Sure, it's possible.  Linux is free, you can do whatever you want with it.
If you're asking these questions, though, it probably means you're far from
experienced enough with Linux to do it.  A better bet would be just to get
involved with an existing distribution, either officially or unoffically.
The only one I'm aware of that allows "anyone" to participate officially is
Debian.  But you could build packages for any distro you like.

After you've done that for a few years, you might feel comfortable enough to
start looking at your own distribution, if there's a need for one.

Another thing to keep in mind:  Building a distribution just for the novelty
of it is probably a bad idea.  You need a reason to make a distro.
