Many command-line mp3 players have this ability.
The lame (www.mp3dev.org) MP3 encoder also has this ability (lame --decode).
Most will give WAV output, which you can then burn directly with cdrecord
(it will convert to CDR on the fly) or you can convert to CDR with sox.
