In our experience SWBell Internet in Kansas has been very bad about
oversubscribing their services.  When we were still a downstream customer
of Southwind's we made the mistake of buying a T1 from SWBIS.  We were
never able to get more 768K out of that T (1/2 a T1) and even then we had
lots of problems with latency and reliability (in Oct 1999 the whole state
of kansas was down for over 7 hours).

At that time at least they had a single DS3 connection to Sprint and had
obviously oversold it pretty bad.  We ended up dropping the service and
swinging that T1 over to Southwind to join our others with them.

I think this is a classic example of how a company that has certain skills
assumes that it can leverage those skills into other areas without
necessarily having the skills in the new area to do a good job.  I can't
imagine having sales of their numbers and not be multi-homed for instance.
We are tiny, tiny by their standards and we are better connected than they
are.  There really just isn't any excuse for it.

Needless to say we were a very unhappy SWBIS customer.  SWBTelephone is
much better at what they do but SWBIS just isn't.
